Unfortunately this case brings to light the uphill battle parents face when serious sexual and other serious
abuses are perpetrated against young students - particularly those with disabilities by school staff members.
We have learned it is all but impossible to get police reports taken and all involved are interested only in
protecting the establishment and not the wellbeing of any student.
I can only hope and pray that another student does not have to go through what happened to Cody, and that
something can be done before a student - perhaps similar to Cody is killed by these thugs.
From what we have learned about the case, around 9:00 AM on the morning of March 15, 2001, Sheelagh Moran and Sam Wong
had just learned they were under Federal Investigation by the Office For Civil Rights (OCR) in connection with
months of unhandled bullying, assaults and harrassment by a small group of student bullies who acting with
Sheelagh Moran's permission routinely beat and assaulted our son, because of their spoken hatred of disabled persons
and persons they perieved to be gay.
Terry Reed and Felix Speer were dispatched to Cody's classroom and abducted him to a remote and empty room, telling
him they would see to show him what happens to "retards" when their parents cause trouble and see to it he was "expelled for masturbating"
and other sexually explicit and hateful language expressing their hatred of him on account of his disability. He was told he would
be badly hurt, and later that they were going to kill him. Things escalated rapidly out of control into an enraged
frenzie of hate, and sexual violence and child rape during the course of which Cody lost consiousness and stopped breathing.
Police refuse to take our report, stating that Cody is not entitled to police services in San Diego as a result of his disability,
and inability to speak of the horific crimes against him. He has never recovered! No police investigation has ever been undertaken and worse, school officials
have repeatedly lied to the assembly and state senate, stating police did investigate, despite our posession of documents which prove otherwise.
